THE OPEN UNIVERSITY OF TANZANIA (OUT)
The Open University of Tanzania (OUT) is a fully fledged, autonomous and accredited public University, established by an Act of Parliament Number 17 of 1992. The Act became operational on 1st March 1993 by the publication of Government Notice No. 55 in the Official Gazette. The first Chancellor was officially installed in a full ceremony on 19th January 1994 and the first batch of students was admitted in January 1994. In January 2007, following enactment of the Universities Act No. 7 of 2005, OUT started using the OUT Charter and Rules (2007) for its operations.
The Open University of Tanzania offers its certificate, diploma, degree and postgraduate courses through the open and distance learning system which includes various means of communication such as face-to-face, broadcasting, telecasting, correspondence, seminars, e-learning as well as a blended mode which is a combination of two or more means of communication. The OUT’s academic programmes are quality-assured and centrally regulated by the Tanzania Commission for Universities (TCU).
OUT Headquarters are temporarily located off-Kawawa Road in Kinondoni Municipality, Dar es Salaam. The permanent headquarters are under constructions at Bungo in Kibaha District, off-Soga Road, about 4.0 Km from the main Morogoro highway in Coast Region.
The Open University of Tanzania offers its certificates, ordinary diplomas, degrees, postgraduate diplomas and PhDs through its five Faculties and two Institutes which are :-

FACULTY OF ARTS AND SOCIAL SCIENCES COURSES OFFERED
Tracing its origins back in 1992, the Faculty of Arts and Social Sciences (FASS) deserves a claim to be Open University of Tanzania’s oldest faculty. The Open University of Tanzania (OUT) is an open and distance learning institution offering certificates, diplomas, degrees and postgraduate courses. The education delivery is attained through various means of communication such as broadcasting, telecasting, information and communication technologies, correspondence, enhanced face-to-face, seminars and contact programmes. It is a vibrant, lively and supporting intellectual community with diverse student body, committed to academic excellence. The University extends learning access beyond the traditional full-time residential student body, hence making it the first of its kind in East Africa.

FACULTY OF BUSINESS MANAGEMENT COURSES OFFERED
The Faculty of Business Management (FBM) came into existence following the Establishment Order No. 442 of 2002 as a supplement to Act No. 17 of 1992 which established the Open University of Tanzania. The Faculty of Business Management has evolved from a natural growth and expansion of the OUT programmes and faculties. The Business Studies Section which formed part of the Faculty of Arts and Social Sciences (FASS), co-existed with FASS since 1994 when the first batch of students pursuing Business Studies were admitted. The Faculty of Business Management Establishment Order No. 442 of 2002 provides for an independent and autonomous existence of the Faculty of Business Management, separate from the Faculty of Arts and Social Sciences.

FACULTY OF EDUCATION COURSES OFFERED
The faculty is probably the largest at the Open University of Tanzania that offers a range of courses at all levels – certificate, diploma, bachelor, master and doctoral degrees. The Faculty has a structure that has four departments, namely Educational foundation, Adult and Distance Education; Curriculum and Instruction; Education, policy, planning and administration, and Psychology and Special Education. In addition, there are units that deal with various functions including the Postgraduate Studies Unit, Undergraduate Studies Unit, Teaching Practice Unit, and Examinations Unit.

FACULTY OF LAW COURSES OFFERED
The Faculty of Law runs five Programmes which include one Undergraduate Programme ie Bachelor of Laws (LLB) and Five Postgraduate Programmes like Postgraduate Diploma in Law (PGDL); Master of Laws (LLM by Thesis and LLM by Course Work) which are offered through Distance ; two specialized executive Master of Laws Programmes which include Master of Laws in Information Technology and Telecommunications (LLM IT & T) and Master of Laws in International Criminal Justice (LLM ICJ) and finally the Faculty is also offering PhD Programme.

FACULTY OF SCIENCE ,TECHNOLOGY AND ENVIRONMENTAL STUDIES COURSES OFFERED
The Faculty of Science, Technology and Environment Studies (FSTES) comprises of three departments offering programmes for Certificate courses, Diploma courses, Bachelor degree, Postgraduate programmes and PhD.The three departments are: Department of Mathematics, Information and Communication Technology, Department of Biological and food science and department of Physical and Environmental Studies.

The Institute of Continuing Education (ICE) of the Open University of Tanzania was established under the Government Notice No. 159, published on 26th July 1996. ICE is an arm of the University that is mandated with the developing, promoting and undertaking professional development and life-long learning training course, with a mission of improving knowledge and skills needed for enhancement of competences needed for social-economic development of the society. The institute and OUT in general, acknowledge their obligation to contribute towards poverty alleviation and sustainable development in Tanzania.

When the Admissions window is opened all Applicant is admitted to Apply for the University through :-
I) APPLICATION FORMS

General Instructions
a) For first time applicants:
Fill the application form.
On Entry category field:
b) For Tanzanians:
- Select Direct Applicant for form six (06) leavers regardless of year of
completion.
- Select Equivalent Applicant for diploma (for degree applicant) or certificate (for
Diploma applicants) holder.
- Select Applicants with FTC for applicants with FTC Certificates
- d) For Foreigners:
- Select Equivalent Applicant.
You can log out at any stage after registration and log in later to complete the
application.
NOTE:
- Fields with (*) are mandatory.
- Mobile numbers should be written in this format 0XXXXXXXXX example

2) Existing applicants.
Ø These are applicants who have already registered to a system.
Ø Use username and password obtained from previous registration to login to the
system at any time.
3) NECTA FORM Four and FORM Six Index Numbers should be written in the following
format: S0XXX/XXXX/YYYY or P0XXX/XXXX/YYYY.
Example: S0750/0023/2013 or P0750/0023/2017.
4) An applicant will be able to Login after completing Registration.
5) Registration enables applicant to create account in this system and obtain Username and Password.
6) Registration should only be done once. After completion, applicant should only Login using obtained username and password.
7) When logged in applicant will be able to make application fee payment and complete the application.
8) Online application will only be visible for filling once application fee is paid using a CONTROL NUMBER that will be provided.
9) In order to successfully complete the application; an applicant is required to complete
all steps from Home to Submit your application.
Note: Applicant’s Username will be auto generated by a system after application submission
and will appear in the following format:
NECTA FORM Four Index Number followed by a year of application, i.e.
: S0XXX/XXXX/yyyy/YYYY or P0XXX/XXXX/yyyy/YYYY
e.g S0751/0023/2016/2020 or P0751/0023/2016/2020
- An applicant is advised to change password into an easy to remember password so as
to avoid inconveniences.

POSTGRADUATE ENTRY REQUIREMENTS
Master Dergree
Minimum Qualifications for a Master’s Degree
i) For admission to the Master’s Degree of the Open University of Tanzania a candidate shall either hold an honours degree of the Open University of Tanzania or a qualification from an approved institution of higher learning, deemed to be equivalent to an honours degree of the Open University of Tanzania.
ii) Candidates who hold unclassified degrees should have a credit or, a distinction in the subject of the intended Master’s Degree. Candidates with a Pass Degree will also be considered for admission if:-
- Their undergraduate performance in the proposed subject of study was a B grade average or above
and
- They have satisfied the relevant Faculty/Institute that they have exhibited academic potential through extensive field work, subsequent research experience and/or additional training.
iii. Candidates for Masters Degree by thesis should in addition to the above have extensive or rich experience in research in the area of study.
Doctor of Philosophy Degree (Ph.D.)
Entry Qualifications for Ph.D. Studies
i) A candidate for admission to the Ph.D. degree programme of the Open University of Tanzania shall hold a relevant Master’s Degree of the Open University of Tanzania or relevant Master’s Degree of equivalent standing from another approved University
ii) Candidates with only the first degree but with First Class or Upper Second Honours or holders of a distinction or a credit in the relevant subject in the case of unclassified degree may also be considered for Ph.D. registration after initially registering for the Master’s Degree and doing at least one full year’s postgraduate training, if they have been authorized by Senate on recommendation of the relevant Faculty/Institute Board to upgrade their registration to Ph.D. candidacy.

How to Apply ?
Collect a hard copy application form from the Open University of Tanzania centres or downloaded them from the university website. They next filled in the forms and return them to DPS with copies of their academic certificates and transcripts in person or by snail mail. After receiving these applications, the directorate take the packages to relevant departments for assessment of their fitness for enrolments into programmes of their choice. Upon recommendations by the departments, the directorate post names of the selected applicants to the university website, after which, the enrolled students collect their admission letters at the nearest Open University of Tanzania center. The process is followed by students’ manual registration at the Open University of Tanzania Regional Centres.Traditional application mode has the following procedures:
i.Applicants are required to submit ONE COPY of this application form.
ii.Certified copies of certificates and their associated transcripts must be attached to and submitted with the completed form. Any application not accompanied by these documents will neither be processed nor acknowledged.
iii. The copyof the filled in application form and the indicated attachments should be returned directly to any close Open University of Tanzania regional/coordinating centre or to Director of Research, Publications and Postgraduate Studies, The Open University of Tanzania, P. O. Box 23409Dar es Salaam, TANZANIA.

The application package can be scanned and sent AS ONE PDF FILEby mail to dpgs@out.ac.tz (KINDLY DO NOT SENT SEVERAL ATTACHMENTS SEPARATELY)
iv.Check our website after a month time to see if you are selected to join the program of your choice.
v.If selected and advertised on our website, collect your admission letter at Postgraduate Admission Office at OUT headquarters (Block A Building, Ground Floor – Left wing) or at any OUT centre which is closest to you.
vi.Receive detailed program requirements, handouts and time table from your programme coordinators (their contacts are always provided in your admission letter)
vii.Register for the course into which you are admitted and begin your studies with immediate effect
